Kuwait’s Public Authority for Manpower (PAM) has reminded workers and residents that its “Balaghni” (Report Me) service on the Sahel app accepts reports on labor violations within its jurisdiction. The platform lets anyone submit details, a location, and photos of suspected violations directly to the authority. Reports receive a tracking number, and PAM says complainants’ identities remain confidential. The service is meant to strengthen inspection work and protect workers’ rights.
The reminder was posted on PAM’s official social media accounts, which described the service as a way for the public to report breaches of labor legislation and decisions monitored by the authority. PAM said reports help strengthen oversight and protect the labor market.
For Filipino workers and other expatriates in Kuwait, the service offers a direct way to flag problems that are often difficult to raise face-to-face—especially when the issue involves an employer, recruitment office, or worksite. Reports can include photos and a location pin, which may help authorities verify the complaint.

PAM said that the identity and personal details of the person submitting a report are kept confidential. The authority has also said specialized teams review reports, verify the information, and take appropriate action.
What You Can Report
PAM has identified eight types of violations that can be reported through “Balaghni.”
- Domestic worker recruitment offices or companies dealing with returned or previously recruited workers.
- Recruitment agencies charging additional fees without issuing a receipt or proper contract.
- Employment of undocumented workers.
- Violations of safety and security rules in public places.
- Violence or other human-rights abuses against workers.
- Employment of workers in jobs not designated for their gender.
- Employment of anyone below 18 years old.
- Outdoor work during the prohibited period from 11:00 a.m. to 4:00 p.m.
The last category is particularly relevant during Kuwait’s hot months, when outdoor work restrictions are enforced to protect workers from extreme heat. PAM has previously confirmed that it penalized companies for violating the noon work ban.
How to Submit a Report

The process is done through the Sahel app, so workers do not need to visit a PAM office to start a report. Before submitting, make sure the details are accurate and the photo clearly shows the issue.
Step 1. Open the Sahel app and select Sahel Individuals.
Step 2. Go to PAM services and choose “Report Me” or “Balaghni.”
Step 3. Select the type of violation.
Step 4. Describe what happened.
Step 5. Share the location of the incident.
Step 6. Upload a photo of the violation.
Step 7. Submit the report and keep the report number for follow-up.

What People are Saying
The PAM post drew comments from users raising recruitment-related concerns. One commenter alleged that some domestic worker offices were charging inflated fees for Filipino worker applications and demanding cash deposits without receipts. Another said a recruitment agency allegedly collected KD 700 for a worker and issued a fake contract, adding that police had investigated the complaint.
These comments are personal accounts and allegations, not findings confirmed by PAM. They do show, however, why the authority is directing the public to use the reporting channel and provide evidence such as receipts, contracts, photos, and location details.
Complaint vs Violation Report
“Balaghni” is for reporting a violation you witnessed, even if you are not the affected worker. It is not the main channel for settling a personal dispute with an employer over salaries, termination, or contract terms.
If you have an individual employment concern, PAM directs workers to its Labor Relations Unit or the Ashal Manpower Service. For suspected violations affecting other workers or the wider labor market, “Balaghni” is the appropriate route.
When reporting, make sure to document what you can, report only what you personally witnessed or can verify, and keep the report number after submitting. PAM has not published a standard timeline for investigations, so follow-up may depend on the nature of the case.
