OWWA Overseas Welfare Office in Kuwait (OWWA OWO-Kuwait) is conducting a survey to find out how many Filipino workers in the country would want to join the Alternative Learning System (ALS) Program — the Philippine government’s second-chance education program for Filipinos who were unable to complete basic schooling. The results will go directly to the Department of Education (DepEd) as the official basis for a formal request from OWWA OWO-Kuwait to bring ALS to Kuwait.
The message is simple: no responses, no program. Filipino workers in Kuwait may soon have a real opportunity to finish their basic education — but it only happens if enough of them respond to this survey.

What Is ALS?
ALS is a parallel, non-formal learning system administered by DepEd that gives out-of-school youth and adults a way to complete basic education outside a traditional classroom setting. It is modular, self-paced, and built around the learner’s availability — not a fixed school calendar. Classes are generally conducted in community halls or other accessible venues, making it a workable option for OFWs who are managing fixed work shifts, long hours, and limited rest days.
Unlike in formal schools, ALS does not always happen in classrooms. There is no need for learners to sit in a classroom all day every day or follow a rigid semester schedule. Learners can just progress through the modules at their own pace, which is what makes it practical for working adults — especially those living and working thousands of kilometers away from home.
The survey covers two core ALS programs:
- Basic Literacy Program (BLP): Designed for learners who have not yet developed foundational skills, the BLP focuses on building basic reading, writing, and numeracy abilities from the ground up.
- Accreditation and Equivalency (A&E) Program: For learners who are already basically literate but did not complete Grade 6 or Grade 10, the A&E Program offers a government-recognized certificate equivalent to an elementary or high school diploma, earned entirely outside the formal school system.
Why Your Response Matters
This is not a general awareness campaign. The data collected from this survey will serve as OWWA OWO-Kuwait’s official evidence of demand when formally requesting DepEd to conduct ALS in Kuwait. Without enough responses, that request has no weight. With enough of them, it becomes a strong and credible case.
Every answer submitted moves the program one step closer to becoming a reality.
