Kuwait has introduced a new online service that allows eligible residents under Article 7 bis, or personal sponsorship, to request a modification of their residency status through the Sahel app.
The Public Authority for Civil Information (PACI) announced the service on September 27, 2026, adding another government procedure that eligible users can complete electronically.
Instead of going to a PACI office simply to submit the request, qualified applicants can start the process through their phone.
Who can use the new service?
The service is specifically for people covered by Article 7 bis and personal sponsorship.
This is an important limitation: it should not be interpreted as a new online residency-modification service available to every foreign worker or OFW in Kuwait.
Residents under other residency categories should continue following the procedures that apply to their particular status.
PACI’s current online services directory separately identifies the service as “Status Modification (Article 7 – Personal Sponsorship).”

How to submit a request through Sahel
According to information released by PACI and reported by Kuwait Times through KUNA, eligible applicants can open the Sahel app and proceed to Individual Services.
From there, they can select the PACI service for amending residency status under Article 7 personal sponsorship, attach the required documents and submit the request electronically.

Applicants should carefully check the instructions displayed in Sahel and make sure their information and supporting documents are correct before submitting the request.
Check your residency category before applying
The main thing residents need to know is that the new service has a specific eligibility requirement.
If you are unsure which residency category applies to you, verify your information through official Kuwait government channels rather than assuming the Article 7 service applies to your case.
Residents who simply want to check whether their Kuwait Civil ID is active or updated can use PACI’s existing electronic services instead.

The latest service is another example of Kuwait moving government transactions online, allowing eligible residents to handle more procedures without making an unnecessary trip to a government service center.
