Kuwait Civil ID Delays May Cost Expats KD20 Penalty

Expatriates in Kuwait are reminded to register for their Civil ID on time to avoid a KD 20 late registration fine.

According to the official Kuwait Government portal, the Public Authority for Civil Information (PACI) imposes the penalty when applicants under specified residency categories miss their registration deadlines.

The deadline depends on the type of residence permit, with some applicants given 30 days and others 60 days.

Who Must Register Within 30 or 60 Days?

PACI lists different deadlines for residents covered by Articles 17, 18, 19, 23, and 24.

For residents under Articles 17, 23, and 24, the KD 20 fine applies when registration is delayed by more than 30 days from the residence permit issuance date.

For Articles 18 and 19, the deadline is 60 days from the work permit issuance date.

Domestic workers under Article 20 have a separate first-time registration service, with a KD 20 penalty for delays exceeding 30 days from the residence issuance date.

Applicants should check their residence category and the relevant issuance date rather than assuming everyone follows the same deadline.

What Documents Does PACI Require?

The official registration service lists several documents, depending on the applicant’s circumstances.

These include:

  • A valid passport.
  • A recent photograph meeting PACI requirements.
  • A lease agreement under the applicant’s or sponsor’s name.
  • A residence extract, if available.
  • Blood type information, if available.
  • Other housing or residency documents where required.

Applicants should make sure their uploaded photographs and documents are clear.

Additional requirements may apply to specific housing or residency categories.

How Can Expats Register for Their Civil ID?

PACI allows eligible applicants to complete registration or re-registration through its online services or Kuwait’s Sahel government application.

Residents can visit the official PACI website to access available services.

After submitting an application, they can also use the government’s Civil ID status inquiry service to check card readiness and collection information.

How Much Does Civil ID Registration Cost?

The Kuwait Government portal lists a KD 5 fixed registration fee and a charge of 50 fils per SMS message.

The KD 20 late registration penalty is separate from these charges.

Residents who have missed the applicable deadline should check their outstanding payments through PACI.

What OFWs in Kuwait Should Know

Newly arrived OFWs and residents completing their registration should verify their residency article and relevant deadline.

The KD 20 fine is an existing PACI requirement, not a newly introduced penalty.
