Renewing a passport, updating a membership, or sorting out contributions usually means finding time on a day off and visiting one agency after another.
The Department of Migrant Workers (DMW) is trying to cut that legwork with the Bagong Bayani ng Mundo – OFW Serbisyo Caravan, which brings several Philippine government agencies to overseas workers in a single venue.

OWWA OWO-Kuwait has announced its own Serbisyo Caravan event on November 20 to 22. The first part will be held at the Al Barakah Hall, Crowne Plaza Hotel, Farwaniya, Kuwait on November 20 and 21 while the second leg takes place at the Al Murjan Hall, Crowne Plaza Hotel, Farwaniya, Kuwait, on November 22, 2026.
What the Serbisyo Caravan is
Officially the Bagong Bayani ng Mundo – OFW Serbisyo Caravan, this is a government “one-stop shop” that brings multiple Philippine agencies directly to OFWs abroad, so they can handle services without visiting separate offices or flying home. It offers frontline assistance such as OWWA membership and welfare services, passport and consular processing, civil registration and national ID support, legal aid, social security, PhilHealth, Pag-IBIG, banking, and financial services.

It started as a DMW-led initiative, run with partner agencies including the Overseas Workers Welfare Administration (OWWA), under President Ferdinand Marcos Jr.’s directive to bring essential government services closer to Filipinos overseas; the 2025 rollout began in Hong Kong in June and expanded across Asia, the Middle East, and Europe. It was announced on OWWA’s official Facebook page as well.
What it Does
Depending on which agencies take part, workers can get information and avail of services on:
- Membership and benefits
- Social protection
- Financial and banking concerns
- Legal assistance
- Civil registration
OWWA’s part centers on membership and other OFW services, though other government agencies may be present as well.

Who It Is For
The Serbisyo Caravan events hosted by OWWA and the DMW are specifically meant for OFWs based in the host location of each event. The DMW does not say whether family members can attend, and they do not list eligibility rules, required documents, or registration steps, but each host location may have their own registration system for the event. You’d want to watch out for official announcements as the schedule of the registration period and the actual event for these caravans are not fixed and may change at any time.
What to Expect
Each Serbisyo Caravan event is different. There is no one fixed schedule or lineup so what may be covered in one place may not necessarily be the same in another. So for each caravan schedule, you’d want to remember the following:
- Services differ per stop. The agencies present, and what they offer, depend on the caravan.
- The lineup can change. The DMW says the number of agencies and range of services may vary from one caravan to the next.
