The Department of Migrant Workers (DMW) is backing the bill, which aims to help returning workers prepare for life back home while they are still overseas.

The bill builds on programs already run by the DMW and the Overseas Workers Welfare Administration (OWWA). Its goal is to make these services more organized, better coordinated, and permanent.
Four Areas of Support
The reintegration framework focuses on four key areas:
- Kaalaman — education, upskilling, and reskilling
- Kalinga — psychosocial, family, and welfare support
- Negosyo — livelihood and entrepreneurship guidance
- Hanapbuhay — job matching and employment opportunities
Together, these are designed to help returning OFWs rebuild their lives with a clear plan, rather than relying on one-time cash aid alone.
